What the class covers for Omaha crews

Federal OSHA here, Iowa OSHA across the river.

Nebraska has no state plan, so Omaha employers fall under federal OSHA. Jobs in Council Bluffs are under the Iowa OSHA state plan. We help contractors keep one program that works in both.

Licensed does not mean qualified.

The Nebraska State Electrical Division licenses electricians and registers apprentices. A license covers code knowledge. NFPA 70E qualification is a separate decision the employer has to document.

Commissioning on hyperscale campuses.

Sarpy County campuses add buildings while others run. We cover how to verify an electrically safe work condition when gear is energized in stages.

Utility-scale gear inside the fence.

New substations, gas generation and large UPS and battery systems put medium-voltage and stored-energy hazards in front of crews used to commercial work.

Nebraska: what applies to your crews

Enforcement: federal OSHA

Nebraska has no OSHA state plan. Private employers in Omaha fall under federal OSHA through its Omaha Area Office. Work across the river in Council Bluffs is covered by the Iowa OSHA state plan.

Licensing: statewide

The Nebraska State Electrical Division licenses electricians and registers apprentices. Some cities and counties run their own electrical inspection programs. Crews working in Iowa also need Iowa credentials.

Where NFPA 70E fits

NFPA 70E is a consensus standard. Employers and federal inspectors use it to show how the electrical requirements in OSHA 1910 Subpart S and 1926 Subpart K are met, and OSHA can cite the General Duty Clause for a recognized arc flash hazard.

Omaha's electrical work environment

Omaha is home to Berkshire Hathaway, Union Pacific, Kiewit and Mutual of Omaha. Offutt Air Force Base, just south of the city, is the region's largest employer.

The data center growth is in Sarpy County. Meta runs three campuses near Papillion and Springfield, and Google operates a cluster in Papillion and Omaha with more under construction. Inside the city, Scott Data in Aksarben is the largest local colocation provider.

Contractors here often cross the Missouri River to work in Council Bluffs, which is under a different OSHA program and a different licensing board.

Power

OPPD and public power

The Omaha Public Power District serves Omaha and Sarpy County. Nebraska is served entirely by public power utilities, so OPPD answers to an elected board.

OPPD is adding gas generation at Turtle Creek Station and Standing Bear Lake Station under its Power with Purpose program, largely to meet Sarpy County data center load. New plants and substations mean more switching, protection and commissioning work for utility and contractor crews.

Questions from Omaha employers

Do you have a scheduled class in Omaha?
Not on a fixed calendar. In-person classes in Omaha are set up on request. Tell us how many people you have and roughly when, and we will come back with a date and a written quote. If your group is large enough, the class runs at your own facility.
Can you train our crew on a Sarpy County campus during commissioning?
Yes. Tell us the shift pattern and any badging or escort requirements, and we will schedule the class around your commissioning work.
Does Nebraska enforce NFPA 70E?
No state agency enforces it as a rule. Federal OSHA covers private employers in Nebraska, and NFPA 70E is the consensus standard used to show how OSHA's electrical requirements are met. OSHA can cite the General Duty Clause for a recognized arc flash hazard.
Our crews also work in Council Bluffs. Is the training the same?
Yes. NFPA 70E does not change at the state line. Iowa OSHA runs its own state plan, so we point out where enforcement differs and how to keep records that satisfy both.
Does finishing the class make someone a qualified electrical worker?
No. Training is one input. Qualified is a determination the employer makes about a specific person on specific equipment, after training plus a demonstration of skills. Every attendee leaves with an individual qualification form and a documented Competency Check so that determination has something to stand on.
